Hybrid entrepreneurship has become increasingly prevalent in South Africa. While government policies and programs are instrumental in fostering entrepreneurship, there is limited focus on policies tailored to the unique needs of hybrid entrepreneurs, especially in rural contexts. This study investigates how public policies and initiatives can be optimised to better support hybrid entrepreneurs in the Vhembe District, Limpopo Province. A qualitative approach was adopted, employing an exploratory phenomenological research design. Participants, including hybrid entrepreneurs and government officials, were selected through purposive sampling. Data were gathered via semi-structured interviews and analysed using thematic analysis with ATLAS.ti software. The study identifies key strategies to enhance policy effectiveness, including the development of inclusive funding and mentorship programs, targeted skills development and training, increased policy awareness, improved competition frameworks, and stronger public-private sector partnerships.
