This study explores the impact of financial governance frameworks on efficiency and accountability in selected public institutions in Kenya, utilizing a mixed-methods research design that combines both quantitative and qualitative approaches. Focusing on key entities including the National Treasury, the Office of the Auditor-General, the Ministry of Health, the Ministry of Education, and the Kenya Urban Roads Authority (KURA), the research examines how governance frameworks such as the Public Finance Management Act (PFMA) influence operational effectiveness. Quantitative data, collected from 100 respondents through structured surveys, indicate that 75% perceive the PFMA as enhancing accountability, while 68% report improved resource allocation efficiency. Qualitative interviews with key stakeholders reveal that while financial governance frameworks have led to sector-specific improvements, such as better health outcomes and more effective resource allocation in education, challenges persist-particularly corruption and insufficient funding for capacity-building initiatives. Stakeholders emphasized the critical role of training programs in strengthening the implementation of these frameworks, highlighting the need for ongoing investment in human capital. The study concludes that, although financial governance frameworks have led to measurable improvements, further policy support is needed to address barriers like corruption and resource constraints. The research offers valuable recommendations for enhancing financial governance, including the need for robust training programs and more stringent enforcement measures, to optimize public service delivery and ensure greater accountability in Kenya’s public institutions.
