Municipal officials serve a significant role in fostering government services and to the people, focusing on public participation, policy implementation, and long-term sustainability of ward communities. This study applied qualitative research techniques to address the concerns about inadequate service delivery. Through this study, it will be a way of trying to enhance the conduct and behaviour of the local authorities to meet the expectations of the public. Another issue will be the key performance areas that assist the municipality and prevent the government failure issue. Through this study ways on how performance management is monitored will be checked and the techniques on how financial performance management is controlled, to minimise corruption and ensure that all administrated funds work for the public. This study focuses on the Johannesburg Metropolitan Area, limited to service provision and public sanitation section, the study revealed that unethical behaviour and relative deprivation are the factors that contribute to imbalances and failures in ward committees and municipal structures. It is crucial that public participation is encouraged as it promotes effective service provision.
