Vhembe District Municipality has been scrutinized for its practices of hiring new staff on multiple occasions. The paper is focused on the cadre deployment approach and its impact on recruitment process in Vhembe District Municipality (VDM). A desktop research was conducted where secondary data sources were considered. The paper, hence, used both purposive and non-probability sampling methods to select data from journal articles, library books, municipal annual reports, legal frameworks and online databases. The data collected from these secondary sources was thematically analysed. The study is underpinned by the Equity Theory because it advocates for the best recruitment and selection criteria in public sector and according to the Equal Opportunity Employer policy. According to the secondary data collected, Vhembe District Municipality’s recruitment procedure, of cadre deployment, is impractical, unjust, unprofessional and is prone to political interference. The literature review revealed that there is a connection between employee performance or production and how those employees were recruited into the institution. The recommendation from the results is that it is worthwhile for the VDM to employ people based on merit; these are people who have the relevant qualifications and working experience for the job. In addition, the Vhembe District Municipality can deploy cadres based on merit, hence, those who can perform the expected tasks, rather than just on their political connections.
