Collaborative governance (CG) is fundamental in effectively delivering low-income housing (LIH) and managing public sector initiatives to improve housing delivery. Public-private partnerships (PPP) can also be a potential alternative for improving housing delivery, mainly in Namibia. Community participation is also crucial for effective public involvement and improving policy decisions, specifically in low-income housing (Shuuya, 2023). The main aim of this paper is to assess the primary factors of effective CG of LIH in Namibia. The study adopted a systematic review to explore key aspects of effective CG of LIH delivery in Namibia guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. This paper points out the potency of engaging stakeholders to ensure the effective implementation of LIH delivery initiatives. Furthermore, political commitment, leadership, and governance have been recognised as vital elements in effectively delivering LIH in Namibia, highlighting strong collaborative relationships and intersectoral collaboration (Nekongo, 2017). It is recommended that dedicated personnel be central to building active collaborative relationships for effective CG of LIH in Namibia. The authors also believe that effective LIH delivery in Namibia requires community participation, PPP, political commitment, and effective leadership, which are vital to improving LIH delivery in Namibia.
